When I start Device Updater to upload some tune files, if the PC isn't connected to the Internet I get the error below. Do Device Updater need internet to run?

After further testing and reviewing your debug log, it appears you need internet access when using the Device Updater. Unfortunately, there's no way around this that I'm aware of.
